I’m aware of the phenomenon you’re describing but I don’t think it would apply. The drip would be very slow for that reason, yes, but not immobile. I had a liquid tumbler as a child that was a timepiece that functioned along these lines and there was definitely movement. But yes, you’re right, the lack of a hole in the top would dramatically slow it down.
